guests being able to cast spells on halloween

Making every player on at a certain time on halloween able to cast a small number of weak spells....

On Bonfire Night, allow every player a small number of sparklers and rockets they could set off.... maybe allow a few "harmless" bangers or airbombs to scare the mobiles and novices... a bit like the previous small spells suggestion really!

There's always fireworks lying about on bonfire night.
Wouldn't dare set them off indoors though, Richard would go mad if I burnt the carpet
